WHO PAYS? - A 1986 federal law ("Emergency Medical Treatment & Labor Act") requires hospitals to provide emergency services regardless of a patient's ability to pay.  Every  uninsured person costs a hospital an average of $900 per year in uncompensated care (source: Craig Garthwaite, Northwestern University).
